<p>Live today, the city’s main web platform has an exciting new look and feel that respects visitors’ time and puts their top tasks just a click away from the homepage.</p>
<p>“The city of Ottawa is a dynamic place – and the City’s website should reflect that,” says Ottawa Mayor Larry O’Brien. “These changes stem from the Taskforce on E-Government and reflect the citizen-centric thinking that Ottawa residents expect and deserve.”</p>
<p>Changes include:</p>
<ul type="disc" compact="compact">
<li>a “How Do I…?” section for task-oriented actions;</li>
<li>a self-refreshing top banner with magazine-style stories;</li>
<li>a streaming social media platform;</li>
<li>a quick link to the city’s newsroom; and,</li>
<li>the introduction of Google translate to convert text into 45 different languages.</li>
</ul>
<p>“These changes will help us better service residents and businesspeople alike and visitors to the site can look forward to even more to come in the weeks and months ahead,” says Rob Jellett, Ottawa Councillor and Chair of the Corporate Service and Economic Development Committee.</p>
<p>Many more exciting changes are planned in the near future, including a new search function, more integrated social media and more audio/visual content.</p>
<p>With more than half a million visitors per month, we get a lot of feedback on our site. Now there’s a survey tool on the front page to make that even easier, too.</p>
<p>“We want to continue to have open dialogue with residents &#8211; whether it’s in person or online,” says Marianne Wilkinson, Ottawa Councillor and Chair of the Information Technology Sub-Committee. “We will continue to seek people’s input and work to incorporate that as we go forward.”</p>

<p>En ligne dès maintenant, la principale vitrine Web de la ville fait peau neuve afin de respecter le temps des internautes et de disposer les points d’intérêt majeurs à un seul clic de la page d’accueil.</p>

			<content:encoded><![CDATA[<p style="text-align: center;"><strong>114 Richmond Rd.</strong></p>
<p>Due to Councillor Leadman’s efforts to see the best development possible on this large and special site a Design Review Panel was struck in June to review the proposal and make recommendations as to how to improve the application. Stakeholders included the developer, city staff, representatives from the Hampton-Iona Community and Island Park Community Associations, a written submission from Leighton Terrace residents and the councillor. A new plan was presented on August 18 by the developer that has modest changes. Immediately following the release of the revised plan a disingenuous media piece was published, skewing the drawbacks of the development while vilifying the community at large.</p>
<p>From the outset, all effort was given by the community and the councillor to engage the developer in good faith and participate in three facilitated discussion forums and public debates on what would be appropriate for the site. The end product produced by the developer was an insult to the community, existing planning documents and established guidelines drafted for the site before it was sold. It can only be assumed that what the community and City policy stated was gravely misunderstood or that the redevelopment of the site had already been predetermined.  </p>
<p>The Design Review Panel recommendations prompted the following changes:</p>
<ul>
<li>To preserve the row of maple trees and setting buildings back 20 metres;</li>
<li>To build a wider sidewalk and a second gateway for pedestrians along Richmond Road back;</li>
<li>To drop the height of buildings in the front to a maximum of 9 storeys;</li>
<li>To detach the building to the south and set back the building on the northwest of the convent from the convent by 6 metres;</li>
<li>The ‘hotel/suite’ building has been reduced to 4 to 5 to 9 storeys. At ground level, this building will have a carriageway for pedestrians that will lead into the preserved cloistered garden within the convent;</li>
<li>There is a 9-storey building along the west property line and oriented 5-storey residential buildings that have a 4-storey profile with the 5<sup>th</sup> storey stepped back;</li>
<li>To create an access from Leighton Terrace for a fire truck route only. It will be closed to all other traffic.</li>
</ul>
<p>While these changes have created a better design and look of the site compared to the initial application, there are still some very concerning elements.</p>
<ol>
<li>The exit from the site through the Byron Linear Park to Byron Avenue should be removed with access restricted to Richmond Road as it will break continuity and diminish use of the park;</li>
<li>The overall density of the site is still significant with an overall increase of approximately 22 stories over the current intensification supportive zoning;</li>
<li>The intersection at Island Park Drive and Richmond Road is already at failure today and with the two other Ashcroft developments on the north side of Richmond Road they will generate close to an additional 900 cars at this section alone and push this section of Richmond beyond its projected growth capacity for 2021;</li>
<li>The court date for the heritage designation has not been set as it was appealed by the developer;</li>
<li>The Design Review Panel indicated that this use must be secured in order to determine how the site will interact with the heritage property and its new use. Clarification and confirmation is needed on the actual use of the convent itself. A small sub-group of community residents have been brain-storming but the use is not solidified or guaranteed.</li>
</ol>
<p>Despite community comments and my own, there has been little done to reduce the density proposed for the site. The role of the Design Review Panel focused on three elements: heritage, landscaping and architecture. It was not tasked with addressing the issue of density.  This is the responsibility of the City Planning Department. The parameters for what is permitted on this site are clearly articulated in several official documents and this application must be in compliance.</p>
<p>The momentum must continue to incorporate further changes beyond the minor ones that have been done as there is much room for improvement. Councillor Leadman is asking all of you to work with her and present your views to the committee with her to defend the community vision and see the most acceptable development possible on this large site.</p>

<p style="text-align: center;"><strong>125 Hickory St.</strong></p>
<p>The development proposal for 125 Hickory St. has been moving through the planning process over the past couple months. The developer has made some changes, including a substantial reduction in height, to the original proposal to respond to many of the concerns expressed by the community.</p>
<p> These changes mean that the developer is now asking:</p>
<ol>
<li>To increase the maximum building height on the site from 34 metres to 65 metres (initially requested 76 metres) to allow for a potential 20-storey (initially requested 24-storey) mixed-use building.</li>
<li>To decrease the landscaped open space requirement from 30 to 22 per cent (initially requested 19.1 per cent) landscaped area at-grade and to provide 24.3 per cent (initially 30 per cent) above-grade in order to accommodate the development.</li>
<li>To decrease the minimum front yard setback (applies to Hickory Street) from 3 m to 2 m</li>
<li>To decrease the minimum corner side yard setback (applies to Champagne Avenue South) from 3 m to 2 m.</li>
<li>To add limited commercial uses as permitted uses at grade to a maximum area of approximately 1,100 m<sup>2</sup>.</li>
</ol>
<p>The development proposal now reflects a decrease in height and a commercial component at the southwest corner of the site. Due to the new commercial space, the street townhouses will now only be facing Hickory Street and the transit corridor. This results in the reduction of the number of townhouses from 33 units to 23 units.</p>
<p>Also, the developers working on major projects in the area, including those working on 125 Hickory, have agreed to work together for the study and implementation of the proposed pedestrian bridge connecting Champagne Avenue with Preston Street, over the O-Train Tracks. They are also willing to participate in a broader traffic study for the area as well as contribute toward any traffic mitigation measures recommended as a result.</p>
<p>These changes will immediately address many concerns and are a sign that the developers are trying to work with the community and make their developments more compatible with the area.</p>
<p style="text-align: center;"><strong>855 Carling Ave.</strong></p>
<p>The property at the intersection of Carling Avenue and Champagne Avenue is of great importance to the city as it could have a big effect on the route for light rail transit. As such, what is allowed to be built there must be sensitive to this as well as the needs and wishes of the community.</p>
<p>This development was initially presented to the community as an office building that would most likely host government offices. However, as the market has changed, the developers are now investigating the option of residential buildings instead.  If the developer pursues this option, it could result in an increase in building height.</p>
<p>The proposal was held up initially as an assessment needed to be done to see how the proposal would affect light rail. As a result, the application was delayed and the developer appealed to the Ontario Municipal Board.</p>
<p>Since then, the Planning and Environment Committee has approved the requested zoning change despite the councillor’s best efforts. However, there is still an OMB appeal to be considered. The developer is appealing requirements placed on the site. They are regarding restrictions due to the possible light rail connection on the property and the requirement that the building must have a commercial space at grade. This appeal is set to be heard on Sept. 14.</p>
<p>Councillor Leadman still has concerns about the amount of traffic this building will bring to the area as well as the abundance of parking spots being offered despite the buildings’ proximity to a transit line. This area is also under-serviced as far as amenities such as community centres, grocery stores and infrastructure capacity.</p>

Most streets in the ward are experiencing pressures as a result of this and particularly residential streets which were not originally built to accommodate current levels. As a result, Councillor Leadman has been working with residents and community associations across the ward to take steps to reduce speeds, address driver behaviour and the number of cars cutting through residential streets.</p>
<p>Several measures including stop signs, narrowings and speed humps have been implemented or are being evaluated across the ward, including areas such as Westboro Beach, Champlain Park, Island Park Drive, Civic Hospital, Hampton-Iona, Hintonburg, Wellington Village, Westboro and the McKellar Park/Highland Park. As well, staff are investigating and piloting other innovative measures currently in use in other cities across North America.</p>
<p>Traffic issues will be an ongoing problem and she is committed to working with staff and the community to find the best solution to mitigate its impacts.</p>

<p><strong>Ottawa</strong> –OC Transpo will introduce many improvements this fall to meet the transit needs of residents across the city, including new services to growing communities, increased service on busy routes, improved connections, expanded Park &amp; Ride facilities for commuters, and the new U-Pass for students. Revised schedules also go into effect on most routes on September 5.</p>
<p>Service improvements effective September 5 include:</p>
<p>• Increased frequency on many routes to reflect the higher demand for service in the fall.</p>
<p>• New communities served in Barrhaven South on Route 171, in Kanata West on Route 184, and in Orléans East on Route 122.</p>
<p>• Expanded hours of service and an increase in frequency in the evenings on Route 94, which will accommodate the growing ridership and the early morning and late evening travellers.</p>
<p>• 24-hour Transitway service on Route 97, Monday to Friday, to improve late night service from downtown to Ottawa South and the Airport.</p>
<p>• Improved weekday connections in Ottawa West with Route 18 extended to Carlingwood, to replace Route 159, for improved service between Westboro and Carlingwood and better connections to downtown.</p>
<p>• Revamped early morning service.</p>
<p>Fall service changes also include replacing Route 193 with improved all-day service on revised Route 122, and Route 162 with Route 60, which will be extended to Maxwell Bridge. As well, the 800 series of early morning routes will be replaced with new trips on local routes for a more consistent service. <p>Later this fall, Park &amp; Ride facilities will also be expanded. In the south end, the number of spaces at Riverview will double, while a new lot will open near Leitrim and Albion with 292 spaces. In the southwest, 70 more spaces will be added at Fallowfield Station, along with platform and shelter improvements to better serve our customers.</p>
<p>Beginning September 1, full-time students at Carleton University and the University of Ottawa will enjoy the freedom and convenience of the new universal transit pass. With the U-Pass, students benefit from unlimited travel and significant savings compared to a monthly or semester pass, and they help support a sustainable community. The U-Pass pilot project runs from September 1, 2010 until April 30, 2011.</p>
<p>College and high school students are reminded to get their new transit photo ID card ($6.25) before last year’s card expires on September 30. Special photo ID sessions will be available at many schools, so check <!-- TRANSIT - HYPERLINK --><!-- .http://www.octranspo.com/. --><a title="http://www.octranspo.com/" href="http://www.octranspo.com/" target="_top">octranspo.com</a> for locations and times. In addition to OC Transpo Sales Centres, photo IDs will be taken at Ottawa City Hall, 110 Laurier Avenue West, and the Kanata Client Service Centre, 580 Terry Fox Drive, weekdays from 8:30 a.m. to 4:30 p.m. until September 10 and again from September 20 to October 1.</p>
<p>On Labour Day, OC Transpo will operate a Sunday schedule, so only those routes that normally run on Sundays will be in service.</p>

<p><strong>Ottawa </strong>– Cet automne, OC Transpo apportera de nombreuses améliorations au service afin de mieux répondre aux besoins des résidents dans l’ensemble de la ville en matière de transport en commun. Il offrira notamment de nouveaux services aux communautés en expansion, un service accru sur les circuits achalandés, de meilleures correspondances, un plus grand nombre de places de stationnement dans les parcs-o-bus et un nouveau laissez-passer universel (U-Pass) pour les étudiants. Des horaires modifiés seront également en vigueur à compter du 5 septembre pour la plupart des circuits.</p>
<p>Voici quelques-unes des mesures d’amélioration qui entreront en vigueur le 5 septembre :</p>
<p>• augmentation de la fréquence de passage des autobus sur de nombreux circuits afin de répondre à la demande accrue l’automne;</p>
<p>• service à de nouvelles communautés de Barrhaven-Sud sur le circuit 171, de Kanata-Ouest sur le circuit 184 et d’Orléans-Est sur le circuit 122;</p>
<p>• prolongation des heures de service et augmentation de la fréquence de passage en soirée sur le circuit 94, pour répondre à la demande croissante et aux besoins des usagers qui se déplacent en début de matinée et en fin de soirée;</p>
<p>• service 24 heures du circuit 97 sur le Transitway du lundi au vendredi afin d’améliorer le service de nuit à partir du centre-ville vers Ottawa-Sud et l’aéroport;</p>
<p>• amélioration des correspondances du lundi au vendredi dans le secteur Ottawa-Ouest grâce au prolongement du circuit 18 jusqu’à Carlingwood en remplacement du circuit 159, afin d’améliorer le service entre Westboro et Carlingwood et l’efficacité des correspondances vers le centre-ville;</p>
<p>• réorganisation du service en début de matinée.</p>
<p>Par ailleurs, le circuit 193 sera remplacé par un service amélioré offert toute la journée sur le circuit 122 modifié, et le circuit 162 sera remplacé par le circuit 60, qui sera prolongé jusqu’au chemin Maxwell Bridge. En outre, les circuits de la série 800 de début de matinée seront remplacés par de nouveaux trajets sur les circuits locaux afin d’améliorer la constance du service. <p>Plus tard au cours de l’automne, le nombre de places de stationnement dans les parcs-o-bus sera augmenté. Dans le secteur Sud, le nombre de places de stationnement doublera à Riverview et un nouveau parc-o-bus de 292 places sera aménagé près des chemins Albion et Leitrim. Dans le secteur Sud-Ouest, 70 places de stationnement seront ajoutées à la station Fallowfield et des améliorations seront apportées aux quais et aux abribus pour mieux servir les usagers.</p>
<p>À partir du 1<sup>er</sup> septembre, les étudiants à temps plein de l’Université Carleton et de l’Université d’Ottawa profiteront de la liberté et de la commodité du nouveau laissez-passer universel. Grâce à « l’U-Pass, » ils pourront se déplacer à volonté et profiter d’économies importantes comparativement au laissez-passer mensuel ou semestriel tout en contribuant à créer une communauté durable. Le projet pilote du laissez-passer universel se tiendra du 1<sup>er</sup> septembre 2010 au 30 avril 2011.</p>
<p>Les élèves du secondaire et les étudiants au niveau collégial doivent se procurer leur nouvelle carte-photo d’identité d’OC Transpo (au coût de 6,25 $) avant que celle de l’an dernier ne soit périmée, soit le</p>

<p>Dear Resident:</p>
<p>I would like to update the community on the development of <em>Les Soeurs de la Visitation</em> at 114 Richmond Rd. Due to my effort to see the best development possible on this large and special site a Design Review Panel was struck in June to review the proposal and make recommendations as to how to improve the application. Stakeholders included the developer, city staff, representatives from the Hampton-Iona Community and Island Park Community Associations, a written submission from Leighton Terrace residents and myself. A new plan was presented on August 18 by the developer that has modest changes. Immediately following the release of the revised plan a disingenuous media piece was published, skewing the drawbacks of the development while vilifying the community at large.</p>
<p>From the outset, all effort was given by the community and I to engage the developer in good faith and participate in three facilitated discussion forums and public debates on what would be appropriate for the site. The end product produced by the developer was an insult to the community, existing planning documents and established guidelines drafted for the site before it was sold. It can only be assumed that what the community and City policy stated was gravely misunderstood or that the redevelopment of the site had already been predetermined.  </p>
<p>The Design Review Panel recommendations prompted the following changes:</p>
<ul>
<li>To preserve the row of maple trees and setting buildings back 20 metres;</li>
<li>To build a wider sidewalk and a second gateway for pedestrians along Richmond Road back;</li>
<li>To drop the height of buildings in the front to a maximum of 9 storeys;</li>
<li>To detach the building to the south and set back the building on the northwest of the convent from the convent by 6 metres;</li>
<li>The ‘hotel/suite’ building has been reduced to 4 to 5 to 9 storeys. At ground level, this building will have a carriageway for pedestrians that will lead into the preserved cloistered garden within the convent;</li>
<li>There is a 9-storey building along the west property line and oriented 5-storey residential buildings that have a 4-storey profile with the 5<sup>th</sup> storey stepped back;</li>
<li>To create an access from Leighton Terrace for a fire truck route only. It will be closed to all other traffic.</li>
</ul>
<p>While these changes have created a better design and look of the site compared to the initial application, there are still some very concerning elements.</p>
<ol>
<li>The exit from the site through the Byron Linear Park to Byron Avenue should be removed with access restricted to Richmond Road as it will break continuity and diminish use of the park;</li>
<li>The overall density of the site is still significant with an overall increase of approximately 22 stories over the current intensification supportive zoning;</li>
<li>The intersection at Island Park Drive and Richmond Road is already at failure today and with the two other Ashcroft developments on the north side of Richmond Road they will generate close to an additional 900 cars at this section alone and push this section of Richmond beyond its projected growth capacity for 2021;</li>
<li>The court date for the heritage designation has not been set as it was appealed by the developer;</li>
<li>The Design Review Panel indicated that this use must be secured in order to determine how the site will interact with the heritage property and its new use. Clarification and confirmation is needed on the actual use of the convent itself. A small sub-group of community residents have been brain-storming but the use is not solidified or guaranteed.</li>
</ol>
<p>Despite community comments and my own, there has been little done to reduce the density proposed for the site. The role of the Design Review Panel focused on three elements: heritage, landscaping and architecture. It was not tasked with addressing the issue of density.  This is the responsibility of the City Planning Department. The parameters for what is permitted on this site are clearly articulated in several official documents and this application must be in compliance.</p>
<p>The momentum must continue to incorporate further changes beyond the minor ones that have been done as there is much room for improvement. I am asking all of you to work with me and present your views to the committee with me to defend our community vision and see the most acceptable development possible on this large site. We need to collectively demand better to preserve the quality, safety and enjoyment of our neighbourhoods.</p>

<p><strong>Ottawa &#8211; </strong>The City of Ottawa will explore a cost-sharing partnership with the National Capital Commission (NCC) for five proposed new off-road pathway projects for use by cyclists, pedestrians and non-motorized vehicles.</p>
<p>Expansion of the pathways supports the City’s objective of strengthening existing communities and developing new environmentally sustainable smart growth communities. The Ottawa Cycling Plan, approved by Council in 2008, identifies the need to improve existing off-road multi-use pathways and on-road cycling facilities and to complete missing links in the City’s cycling network.</p>
<p>“Residents and visitors alike in Ottawa benefit from sustainable transportation options that create positive social impacts, improve our health and reduce emissions,” said Mayor Larry O’Brien.</p>
<p>The City and the NCC are working to increase access to respective pathway and cycling networks and to develop the system in a collaborative way. Several projects to that end are planned for 2011. The proposed pathway and corridor projects, which will be included in the 2011 draft capital budget, are:</p>
<p>• Champagne/O-Train Corridor Pathway (parallels the O-Train corridor between the Ottawa River and Dow’s Lake</p>
<p>• Rideau River Western Pathway (Belmont Street to Ottawa University’s Lees Campus)</p>
<p>• Sawmill Creek/LRT Corridor Pathway (Brookfield Pathway to Walkley Road)</p>
<p>• Hampton Park Pathway (Sebring Avenue to Island Park/Merivale intersection)</p>
<p>• Aviation Parkway (Innes Road to Prescott-Russell Pathway)</p>

<ul>Council this week also directed staff to develop a comprehensive cycling detour plan to be put into effect during road and pathway construction or maintenance to provide a safe and direct as possible alternate route for cyclists. Construction activity can dramatically affect cycling routes. <h2><strong>Le Conseil approuve des initiatives pro-cyclistes</strong></h2>
<p><strong>Ottawa &#8211; </strong>La Ville d’Ottawa établira un partenariat financier avec la Commission de la capitale nationale (CCN) pour mener à bien cinq nouveaux projets de sentiers hors route destinés aux cyclistes, aux piétons et aux véhicules non motorisés.</p>
<p>L’expansion du réseau de sentiers s’inscrit dans l’objectif de la Ville de renforcer les collectivités existantes et de créer de nouvelles collectivités durables axées sur la croissance intelligente. Le Plan sur le cyclisme d’Ottawa, approuvé par le Conseil en 2008, fait ressortir la nécessité d’améliorer les infrastructures cyclistes hors route et sur route et de finir de relier l’ensemble du réseau cycliste de la Ville.</p>
<p>« Les résidents comme les visiteurs bénéficieront de l’augmentation des options de transport durable, qui produisent des effets sociaux et environnementaux positifs, améliorent notre santé et notre qualité de vie et permettent de réduire les émissions de gaz à effet de serre », affirme le maire Larry O’Brien.</p>
<p>La Ville et la CCN s’efforcent de rendre leurs réseaux de sentiers et de pistes cyclables plus accessibles et les développer ensemble. Plusieurs projets répondant à cet objectif sont prévus pour 2011. Voici les projets de sentiers et de couloirs qui figureront au budget des immobilisations provisoire de 2011 :</p>
<p>• le sentier Champagne-couloir du O-Train (parallèle au couloir du O-Train entre la rivière des Outaouais et le lac Dow;</p>
<p>• le sentier de l’ouest de la rivière Rideau (de la rue Belmont au campus Lees de l’Université d’Ottawa);</p>
<p>• le sentier Sawmill Creek-couloir du TLR (du sentier Brookfield au chemin Walkley);</p>

<ul>Cette semaine, le Conseil a aussi demandé au personnel d’élaborer un plan complet de détours pour les pistes cyclables qui pourra être appliqué lors de travaux de construction ou d’entretien de la chaussée ou des sentiers afin de fournir un trajet aussi sécuritaire et direct que possible pour les cyclistes. Les travaux de construction peuvent considérablement perturber les trajets des cyclistes. Des détours sont souvent possibles, mais ils ne sont pas clairement indiqués.« Nous sommes une ville pro-cycliste et en créant un plan de détours pour les pistes cyclables, la Ville met les besoins des cyclistes au même niveau que ceux des automobilistes, explique la présidente du Comité des transports, la conseillère Maria McRae. 			<content:encoded><![CDATA[<p>The councillor has recently learned that funding is available for a sidewalk to be constructed on the western side of Sherbourne Road between Carling Avenue and Bromley Road. This sidewalk would continue the sidewalk from Carling to Bromley. Below is more information and the justification for this construction. Consultation will take place with those affected as the project progresses.</p>
<p><strong>LOCATION AND DESCRIPTION OF WORKS</strong>:</p>
<p>The proposed project is for a new sidewalk to be installed on Sherbourne to complete the missing link in the pedestrian network. This new sidewalk will be approximately 65m long and conform to city sidewalk design standards, minimum 1.8 m width and constructed of concrete. The proposed sidewalk will connect with the sidewalk at the intersection of Carling and Sherbourne and will terminate at the intersection of Sherbourne and Bromley. The sidewalk will be located adjacent to the travel portion of the roadway consistent with the existing character of the roadway.</p>
<p><strong>JUSTIFICATION</strong>:</p>
<p>The construction of the proposed sidewalk would complete a missing link in the sidewalk network and provide connections for the community to the transit facilities, Notre Dame High School, Tillbury Park and the retail plaza. The proposed sidewalk would also enhance pedestrian safety by providing a completely dedicated pedestrian facility removed from the shared use of the roadway.</p>
