This Week: The Neighbourhood Planning Initiative is approved at CPS

114 Richmond Road meeting

Councillor Leadman and a member of her staff attended a public meeting on Monday at St. Georges Church held by the consultants for this property. The developer’s plans for the site have progressed and were shared with the residents. Residents were also given a chance to comment on the suggested designs and were able to have their concerns addressed by the consultants.

AT COUNCIL:

Amendment to Use and Care of Roads By-law Re: Nuisance on City Streets

The Transportation Committee passed a motion on Wednesday that would help the police and bylaw officers to deal with people being nuisances on city streets. The motion states that:

1.       No person shall engage in loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behaviour on a highway; and

2       No person shall engage in any activity so as to interfere with or become a nuisance to the general public using the highway or to adjacent property owners.

Councillor Leadman supports this motion as she believes that there is a gap the bylaws that this can help to address. She hopes, if approved, it will help alleviate some of the problems regarding this in her ward.

Neighbourhood Planning Initiative

The Hintonburg/Mechanicsville NPI was approved at the Community and Protective Services Committee on Thursday along with the Vars NPI. Both were pilot projects that allowed communities to work with city staff to establish their goals for the community in the future and their immediate needs. The tabling of the report marks the end of a three year process. From here, the report will be heard by the Planning and Environment Committee on Feb. 9 and then move on to Council on Feb. 24. Following its approval, staff will be working through the reports to produce a timeline for the implementation of the recommendations outlined in the plans.

OTHER:

Carling Avenue from Lady Ellen Place to Merivale Road Integrated Road, Sewer and Water work

Councillor Leadman met with the project manager for this upcoming road project. The work, set to be started and completed in 2011 is needed in order to accommodate for the planned expansion of the Queensway. This project is in the planning stages and staff will be meeting with business owners and residents in the near future to discuss what needs to be done and what accommodations can be made for those affected by the work.

Churchill Avenue and Scott Street Rehabilitation

Staff assigned to the project met with Councillor Leadman to go over some of the comments received during the recent open house as well as discuss the progress of this project. Work is set to start this spring on Scott Street just west of Athlone Avenue and continue down Churchill Avenue to Byron Avenue. Some traffic will have to be rerouted as a result of this work, but the exact detours have not been determined.

This is the first of three phases or work scheduled for the street. The other two phases will be subject to budget limitations but are now expected to occur in 2011 and 2012. This work is necessary in order to update the water and sewer infrastructure on the street. The end result will also make Churchill a more pedestrian-friendly street.
